All HPEF scholarships are evaluated through a blind review process by a panel of volunteer evaluators. Each application is reviewed independently by 3 to 4 evaluators, and the final recipient is selected based on the aggregate of their ratings.

This ensures fairness, objectivity, and a well-rounded selection.
